Ok before i get started i am on a low spec pc.

I can run tf2 on lower graphical settings without much hassle.

I have tried mat phong and that does help but i would really like to play over 30fps and be able to deal with servers with lots of people quite well.
Jul 24 2019 10 40am uhhh idk if anyone said it but make a cfg file for turning the command on.
With dxlevel 90 the command mat picmip 1 raises fps by 40 but lowers fps by 3 on dxlevel 80 i m guessing tf2 lags when trying to compress the textures for skins using mat viewportscale 0 5 has no fps boost and just makes the game look much worse.
Mat phong 1 phong is an expensive shading technique.
Australiums look like straight up cheese with mat phong 0 aussies is a good choice imo cause you can like suicide in spawn and just give the aussie to a random f2p solly.
